Abstract: The retention of teachers continues to remain one of the most important and global problems. This study investigates the effect of HPHRP on teacher retention, considering the mediating effect of organizational commitment. The study is based on Social Exchange Theory as well as a quality management model, which will help analyze in what way five aspects of HPHRP: talent development and recruiting, career and job security, evaluation and rewards for performance, participative management, and affective incentives have an impact on the intention of teachers' turnover. The suggested research methodology uses both qualitative and quantitative techniques – surveys and interviews; their validity can be proven by means of hierarchical regression analysis. It can be stated that talent development and organizational commitment are two of the factors that have the highest impact on retention of teachers.
