Abstract: Modern governance and public administration are undergoing a profound transformation driven by the interplay of globalization, digitalization, strategic organization, stakeholder engagement, and sustainability, shifting traditional bureaucracies toward adaptive, collaborative networks that co-create public value. Modern paradigms in governance and public administration are undergoing a profound shift, driven by complex global forces and evolving societal expectations. This abstract explores how contemporary governance frameworks adapt to the interplay of seven critical pillars: structural paradigms, globalization, digitalization, strategy, organization, stakeholders, and sustainability. Globalization has dismantled traditional national boundaries, forcing public administration to transition from insular state-centric management to interconnected, globalized governance networks. Simultaneously, digitalization acts as a powerful catalyst for public sector innovation, embedding advanced technologies to streamline service delivery, enhance transparency, and foster data-driven decision-making. To navigate this fluid landscape, modern organizations require robust internal strategy and agile organization designs. Public institutions must shift from rigid bureaucracies toward adaptive, collaborative networks capable of executing long-term public policies in volatile environments. Furthermore, the democratic legitimacy of modern public administration hinges on its relationship with diverse stakeholders. Government entities must actively engage citizens, civil society, and private sector actors to co-create public value and build trust. Anchoring all these dynamics is the imperative of environmental, social, and economic sustainability. Modern public administration is no longer judged solely by administrative efficiency, but by its capacity to achieve sustainable development goals and ensure long-term societal resilience. Ultimately, integrating these seven paradigms creates a holistic framework for public sector institutions, equipping them to remain effective, equitable, and accountable in a rapidly changing world.
